Federal Government Launches ICSS Grow Fund to Support Youth‑Led MSMEs

The Federal Government of Nigeria has officially opened the ICSS Grow Fund application portal, offering a new financing scheme for youth entrepreneurs nationwide. This initiative was launched in collaboration with the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) and is available across all 36 states and the Federal Capital Territory.

The Inspire, Create, Start and Scale (ICSS) Grow Fund is designed to tackle the persistent challenge of limited funding faced by young business owners, especially micro, small and medium enterprises (MSMEs). By merging business training with access to structured financial support, the program aims to help youth turn innovative ideas into sustainable ventures.

What the ICSS Grow Fund Offers

The ICSS Grow Fund goes beyond traditional loans by providing:

  • step‑by‑step entrepreneurial roadmap, from idea generation through business scaling.
  • A blend of digital and in‑person training that equips participants with skills needed to grow and manage businesses.
  • Funding opportunities structured around readiness and business potential, rather than just need.

This initiative is part of the government’s broader strategy to boost youth enterprise development under the Renewed Hope Agenda, encouraging disciplined planning, market access, and long‑term growth.

Who Can Apply?

The programme is open to a wide range of candidates, including:

  • Recent graduates and youths seeking to build entrepreneurial skills.
  • Aspiring founders with business ideas but needing guidance to start.
  • Small business owners looking to refine or validate their operations.
  • MSMEs that are ready to formalise or expand.

Interested applicants can register through the official portal, ensuring they actively participate in the process and meet programme requirements.
